Different ways to use STEPS

If you are working on STEPS on the web you will be able to enter your information in the logical framework and access it at each point in the toolkit. If you are working on the CD-Rom version of STEPS then you will need to save a copy of the worksheets (i.e. causal pathway, logical framework) you would like to use and work on them on your own computer.

Logical Framework Explained

Each section of the Toolkit will walk you through how to complete a different section of the logical framework, so that by the end you will have a complete plan that you can use to guide your M&E process.

  • Causal Pathway/Program Plan section: To fill out this section, you will answer questions about:
    • Your Goal: the long-term changes that you want to contribute to
    • Your Objectives:
      --Immediate: what immediate impact do you hope to see with your program. What can your program be reasonably held responsible for?
      --Intermediate: what medium-term changes would contribute to achieving the long-term changes
    • Your Outputs: The products of your activities
    • Your Activities: the activities that you believe would lead to the changes being sought
  • M&E section: You will specify:
    • Meaningful indicators for each of your objectives
    • Monitoring indicators for your activities
    • Data collection methods, sources, and plan
You’re ready to get started!

You should use STEPS in whatever way is most useful to you. Start where you are in your program planning, monitoring and evaluation process. The modules are organized consecutively, with Module 1 helping you to put together your M&E Team, identify your stakeholders and refine your evaluation questions.
